Lawsuit The environmental group, Communities for a Better Environment (CBE), has filed a federal lawsuit against the South Coast Air Quality Management District in California over its vehicle scrappage program. CBE said the program creates pollution "hot spots" in low-income neighborhoods. The group also named oil companies Chevron Crop., Tosco Corp., Ultrmar Corp., Unocal Crop., and GATX Crop., which use credits gained by scrapping old, high-emission vehicles instead of reducing actual factory emissions. The credits are good for five years. The lawsuit seeks to have the U.S. Environmental Protection Agency stop the pollution-trading program in the Los Angeles region. Cars and Parts Magazine |
